ShadowDraqon, try lowering your desktop resolution to a very low level (1024x768 or even 800x600). I had the same problem 20 minutes ago and that worked for me, thanks to earlier posts in this thread

A cap recharger I reduces recharge time by 15% which makes your punisher recharge 191.25 seconds Old recharge time - 1.51 cap per second new recharge time - 1.77 cap per second Hope that helps.
